Civil servants run the government's work: a district collector manages a district's administration and revenue, secretaries run departments in State and central ministries, police officers lead the police, and diplomats represent the country abroad.
Read this first. This page rests on 2 dated pay figures, each from a named source. That is evidence of what those sources state, not of what Civil Servant (IAS / IPS / state services) roles pay across India.

What the work is
The All India Services — the Indian Administrative Service (IAS), the Indian Police Service and the Indian Forest Service — are recruited by the Centre and serve under State governments; each State's own civil service fills posts such as Sub-Divisional Magistrate and Deputy Collector. The figures on this page are the IAS pay levels set by the Indian Administrative Service (Pay) Rules, 2016: the Junior Scale an officer joins in, and the Senior Time Scale reached after four years.
How people enter it
The Civil Services Examination
UPSC's Civil Services Examination fills the IAS, the IPS, the Indian Foreign Service and the central Group A and B services. It has three stages: a preliminary test, a written main examination and an interview.
Eligibility
A graduate degree from a recognised university. For the 2026 examination a candidate had to be at least 21 and under 32 on 1 August 2026, with six attempts; reserved categories get relaxations in age and attempts.
Training
IAS officers train at the Lal Bahadur Shastri National Academy of Administration, Mussoorie, and then in their State cadre before their first district posting.
State civil services
State public service commissions run their own combined examinations for posts such as Deputy Collector and Deputy Superintendent of Police, with their own pay rules.
What the pay figures say
Two dated figures are on file. Both come from employers' own notices. The latest took effect on 8 September 2016. Each card says what the figure is; open "How the figure is read" for the method and what it leaves out.
Government of India and State governments (All India Services) · IAS Senior Time Scale (Level 11)₹8,12,400 a year
IAS Senior Time Scale basic × 12 (Level 11) Indian Administrative Service officers on completing four years of service
Employer noticeIAS (Pay) Rules, 2016, rule 3(B)(i), Note 1 and Schedule III · effective 8 September 2016
How the figure is read
IAS Senior Time Scale, Level 11 (rule 3(B)(i)), open on completion of four years of service (Note 1); level start ₹67,700 per month in Schedule III × 12. Two additional increments are granted on promotion, so pay on promotion can be above the level start.
Limits. Basic pay at the level start only; DA, HRA and other allowances excluded; marked stale under this site's freshness rule because the rules date from 2016, though they remain in force.
Government of India and State governments (All India Services) · IAS Junior Scale (Level 10)₹6,73,200 a year
IAS Junior Scale basic × 12 (Level 10) Indian Administrative Service, all State cadres (direct recruits join in the Junior Scale)
Employer noticeIAS (Pay) Rules, 2016, rule 3(A) and Schedule III · effective 8 September 2016
How the figure is read
IAS Junior Scale, Level 10 (rule 3(A)); level start ₹56,100 per month in Schedule III × 12. Starting basic pay of the level × 12; excludes dearness and other allowances.
Limits. Basic pay only; DA, HRA and other allowances excluded. The rules are dated 2016, so the figure is marked stale and graded LOW under this site's freshness rule, although the rules are still in force (Sixth Amendment Rules, 2025, of 3 July 2025). IPS, IFoS and State civil services have their own rules.
Years of service: under the 2016 rules an IAS officer becomes eligible for the Senior Time Scale after four years, the Junior Administrative Grade after nine, the Selection Grade after thirteen and the Super Time Scale after sixteen.
Basic pay is only part of the pay: dearness allowance, house rent allowance and other allowances are added under the rules for the service, so take-home pay is well above the basic shown here.
Posting: an officer's State cadre decides where they serve, and some posts listed in the rules carry a special allowance on top of pay.
Questions
What do the Civil Servant (IAS / IPS / state services) posts on this page pay?
Government of India and State governments (All India Services), IAS Senior Time Scale (Level 11): IAS Senior Time Scale basic × 12 (Level 11), recorded here as ₹8,12,400 a year (IAS (Pay) Rules, 2016, rule 3(B)(i), Note 1 and Schedule III). Government of India and State governments (All India Services), IAS Junior Scale (Level 10): IAS Junior Scale basic × 12 (Level 10), recorded here as ₹6,73,200 a year (IAS (Pay) Rules, 2016, rule 3(A) and Schedule III).
Is that the take-home pay?
No. A figure given as basic pay leaves out dearness allowance, house rent allowance and the other allowances paid on top of it, and it is before income tax and provident fund or NPS deductions. The CTC breakup calculator on this site works out a monthly in-hand figure from a CTC.
Why is the figure on this page marked stale?
This site dates every figure by the document that prints it and marks it ageing and then stale as that document gets older. The IAS pay levels are printed in the Indian Administrative Service (Pay) Rules of 2016, so the figures carry that date. The rules are still in force — the Government amended them again in July 2025 — so the levels have not changed; the label only tells you how old the source document is.
